How can I effectively edit/delete these locked categories?

But when I entered the login credentials and pressed 'enter/return", again the same login screen showed up. I tried logging in again and again with the correct credentials for say 8-9 times. Then I changed the setting in the PHPMyAdmin settings on my web-host. I was again asked to set my login password. I did that, but still not working. Everytime I enter my login credentials and press enter, it again opens the admin login page and nothing else.

For anyone getting the blank white pages, and the admin not being able to log in,

you must delete the install folder before trying to log in and make an admin account.
